Romania: Higher Gambling Taxes Will Drive Players to the Black Market, AOJND Warns

Increasing taxes on gambling operations in Romania will not boost state revenues but will instead trigger a mass migration of players to the black market, warns the Romanian Remote Gambling Operators Association (AOJND). According to the association, such a shift would expose players to unregulated environments and have severe economic and social repercussions.
Licensed online gambling operators in Romania already face a cumulative tax burden of up to 30% of gross gaming revenue. AOJND emphasizes that any additional tax increases would be economically unsustainable for operators and would inevitably be passed on to players. The result? A mass exodus toward unlicensed platforms that offer fewer restrictions and more aggressive incentives.
A Growing Threat: Black Market Gambling
Earlier this year, AOJND commissioned a survey that revealed alarming data: 14.07% of Romanian players admitted to using unlicensed gambling websites. The key reasons for this behavior were:

More attractive bonuses and rewards (59.46%) — perks that unlicensed operators can afford since they pay no taxes in Romania.

Excessive taxation on licensed sites (18.92%).

No requirement to justify the origin of played funds (11.76%).
Meanwhile, the economic impact is already showing: in 2024, tax revenues from the gambling industry dropped by nearly 17%, totaling €689 million, according to Romania’s National Office for Gambling (ONJN). This decline coincided with increased tax burdens across the sector.
Eroding Player Protections
AOJND also highlights the risk to players who turn to unlicensed platforms. These operators are not bound by Romanian regulations and do not offer any of the mandatory safeguards provided by licensed operators, including:

“Additional taxation will only push more players into the arms of unlicensed operators,” stated Odeta Nestor, President of AOJND. “Without legal protection, these players face a much higher risk of gambling addiction, fraud, and other criminal activities. This policy would undermine years of progress in ensuring safe and responsible gambling environments.”

Dutch Gambling Authority Imposes Penalty on Three Gambling Influencers

The Netherlands Gambling Authority (KSA) has imposed a penalty on three gambling influencers. These influencers are Stiefunspeelt, Turcos and Buurtwachtt. The penalty is a follow-up to previously announced steps by the KSA to take stricter action against influencers. Because influencers often appeal to a young and therefore vulnerable target group, it is crucial to combat this content.
Influencers Stiefunspeelt, Turcos, and Buurtwachtt posted videos on their social media platforms featuring gambling with illegal providers. They also actively promoted gambling by encouraging their followers to also gamble with these illegal providers. The Royal Netherlands Academy of Arts and Sciences (KSA) has previously explicitly reminded all three influencers that creating videos promoting illegal gambling is prohibited. Therefore, the KSA imposed a penalty on all three influencers. This requires them to remove existing content within 48 hours and prohibits them from creating new advertisements for illegal providers. If they do so, the influencer who committed the violation will receive a penalty of €25,000 per violation, with a maximum of €75,000.
The KSA continues to closely monitor these types of violations and emphasizes that young people must be protected from this type of content about illegal gambling.

Founded in 2018, the Kent based charity is dedicated to tackling homelessness, food poverty and health inequality through a holistic approach, and is a vital support system for families.
The charity brings together local communities to address not only immediate needs but also the mental, emotional and social needs to improve day-to-day life for people.
The funding from MERKUR will be utilised to make essential improvements to the resource centre, aiming to make it a more comfortable and user-friendly experience for those who rely on the charity regularly, ensuring people can access the help that they need, when they need it.
The programme reflects MERKUR’s commitment to social responsibility and community engagement, working closely with local groups to identify areas where they can make a positive impact on the lives of local residents.
Tracey Errington, operations manager at Gillingham Street Angels, said: “We cannot thank MERKUR enough for choosing to support us with the funds to improve our new community resource centre. We are extremely proud of the services and support that we offer from the centre and these additions will make it a more comfortable and welcoming experience for all those who use it.”
This donation is a part of the MERKUR Community programme, launched in January 2024, aimed at assisting non-profit organisations, clubs, and regions where the company operates.
Since its launch, the programme, funded by MERKUR and voluntary donations from its customers from venues across the UK, has donated ÂŁ287, 514.75, including 3 corporate partnerships this year, to support over 120 community groups and charities nationwide.
