NGCB – 2020-33 Notice of Hearing on amendments to Regulations 1 & 14 to be held on June 25, 2020

The Nevada Gaming Commission (NGC) will hold a public hearing for the purpose of considering adoption, amendment or repeal of the regulation(s) stated below.

IN COMPLIANCE WITH THE GOVERNOR’S EMERGENCY DIRECTIVE #006, DATED MARCH 22, 2020, THE CONSIDERATION OF THE ADOPTION, AMENDMENT, OR REPEAL OF THE REGULATIONS STATED BELOW DURING THE MEETING OF THE NEVADA GAMING COMMISSION COULD BE CONDUCTED BY MEANS OF ELECTRONIC COMMUNICATION. IF THE MEETING IS CONDUCTED BY MEANS OF ELECTRONIC COMMUNICATION, THE PUBLIC MAY ACCESS THE MEETING AT THE TIME NOTICED HEREIN BY LIVE STREAM LINK POSTED ON THE NEVADA GAMING COMMISSION’S AGENDA FOR ITS JUNE MEETING.

 

The public hearing will be held on or about the hour of 10:00 a.m. on June 25, 2020 at the following locations:

For Possible Action

2020-03R: CONSIDERATION OF ADOPTION OF PROPOSED AMENDMENTS TO NEVADA GAMING COMMISSION REGULATIONS 1 AND 14 REGARDING, WITHOUT LIMITATION, ELECTRONIC TRANSFERS OF MONEY TO A GAME OR GAMING DEVICE.

PURPOSE: To update the definitions of “counter games payout,” “counter games write,” “debit instrument,” “drop,” “electronic money transfer,” and “jackpot payout” with regard to new terms of art and with regard to allowing electronic transfers of money to games or gaming devices; to update the definition of cashless wagering system to reflect a new term of art; to delete the prohibition concerning electronic funds transfers from a financial institution to a game or gaming device; to add a new section governing electronic transfers of money using a debit instrument to a game or gaming device; and to take such additional action as may be necessary and proper to effectuate these stated purposes.

The proposed regulation changes will be considered by the NGC in accordance with the provisions of NRS 463.145, which provides that on the date and at the time and place designated, any interested person, or their duly authorized representative, or both, shall be afforded the opportunity to present statements, arguments or contentions in writing, with or without the opportunity to present the same orally. IF THE JUNE NGC MEETING IS HELD BY MEANS OF ELECTRONIC COMMUNICATION, ANY PERSON DESIRING TO PRESENT STATEMENTS, ARGUMENTS OR CONTENTIONS CONCERNING THE PROPOSED REGULATION CHANGES MUST PROVIDE SUCH IN WRITING TO THE EXECUTIVE SECRETARY AT [email protected].

These items will be heard by the NGC at the June 25, 2020 meeting, and may be continued and heard at subsequent meetings of the NGC as required to effectuate the above-stated purposes.

NFL Partners with Responsible Gambling Council to Launch Student-Athlete Training Program in Canada

The National Football League announced a partnership with the Responsible Gambling Council (RGC) to develop and implement a comprehensive responsible gambling training program specifically designed for university and college student-athletes. The RGC and NFL have identified student athletes as an important audience for targeted responsible gambling and problem gambling prevention initiatives, as previous research has shown their susceptibility to risky gambling behavior.

The program will launch with a pilot phase at eight universities and colleges across Canada in the upcoming 2025 spring semester. Insights and feedback from this phase will be used to refine and improve the program before its broader rollout to 30 university and college institutions in the 2025 – 2026 school year. The initiative will include a robust evaluation framework to measure the effectiveness and impact of the training. The NFL and RGC will explore opportunities to share the results and key learnings from this initiative with broader audiences to maximize its impact.

“Student-athletes face unique pressures from academics, athletics, and the accessibility of sports betting, making them vulnerable to risky gambling behaviours. Our partnership with the NFL is a crucial step in supporting this group by providing the education and tools needed to make informed decisions. The program aims to equip student-athletes across Canada with the knowledge and tools necessary to make informed decisions about gambling. The training program will include a specialized, interactive session featuring engaging videos, interactive components, and best practices for responsible gambling. After participating in the training, student-athletes will:

• Understand the dangers, risks, and odds of gambling and how players are likely to lose over time.

• Recognize their unique susceptibility to risky gambling behavior.

• Identify the signs of gambling-related harms and their potential impact on players and loved ones.
