Swedish Government Proposes a New Ban on Gambling on Credit

The Swedish government has proposed a new expanded ban on gambling on credit.
By preventing gambling from being financed with credit, the government wants to reduce the risk of over-indebtedness and protect consumers from ending up in financial difficulties.
The government’s proposal means that licensees and gaming agents will not be allowed to allow or participate in the financing of gambling with credit. This means that the current credit ban will be expanded to include, among other things, that licensees and gaming agents will not be allowed to:
• Enable players to enter into credit agreements with other parties when purchasing games, for example by linking to credit providers in connection with online gaming.
• Accept gambling bets if they know that the player is financing the bet, or their gambling in general, with a credit.
• Accept credit card payments if it is immediately apparent at the time of purchase that the payment is a credit card payment. This should apply both online and in-store.
The new rules are proposed to come into force on April 1, 2026.

DigiPlus Applies for South Africa License

DigiPlus Interactive has filed its license applications with the Western Cape Gambling and Racing Board (WCGRB) in South Africa. This move advances DigiPlus’ entry into one of the most promising regulated online gaming markets globally.
DigiPlus has applied for three operator licenses in South Africa: a National Manufacturer License, a Bookmaker License and a Bookmaker Premises License. The WCGRB is regarded as the preferred jurisdiction for international operators like DigiPlus due to its transparent regulatory processes and digital readiness.
“The filing of our online gaming license in South Africa marks another milestone in DigiPlus’ global growth journey, as we bring our proven track record of innovation, responsible gaming, and player protection, together with our strength in localizing games for diverse markets, to one of Africa’s most dynamic economies,” said DigiPlus Chairman Eusebio Tanco.
This milestone shortly follows DigiPlus’ launch in Brazil on September 22 with its first international brand GamePlus.

Spelinspektionen Develops New Risk Assessment for Money Laundering in the Swedish Gambling Market

Spelinspektionen, the Swedish Gambling Authority, has developed a new risk assessment for money laundering in the Swedish gambling market.
In this risk assessment, which replaces previous assessments, the various approaches that enable licensees to be exploited for money laundering, referred to as threats, have been updated to better reflect the current situation. The vulnerabilities of the gaming forms, i.e. circumstances that are assessed to be able to affect the possibility of a threat occurring, have also been revised.
The method for assessing risk has also been revised to harmonise the Swedish Gambling Authority’s risk assessment with the national risk assessment produced by the Coordination Function for Measures Against Money Laundering and Terrorist Financing and the supranational risk assessment published by the European Commission.
The Swedish Gambling Authority has previously assessed that there is a low risk of land-based commercial casino gaming being used for money laundering. The authority’s regulations have therefore exempted the gaming form from the application of the money laundering regulations and a number of provisions in the Gambling Act. In the Swedish Gambling Authority’s new revised risk assessment, the risk of the gaming form being used for money laundering is no longer assessed as low. As a result, the Swedish Gambling Authority has initiated regulatory work to review the exemptions from the requirement to apply the money laundering regulations and register players and agents. Interested parties will have the opportunity to submit comments on the regulatory changes in a forthcoming consultation.
