Roc Nation Develops Unprecedented Grant Program For Hell’s Kitchen and Surrounding Area, Offering an Ongoing Financial Commitment Tied to Casino Performance
Led and initiated by Roc Nation, the bid team behind the proposal for Caesars Palace Times Square has announced a first-of-its-kind financial commitment to the Hell’s Kitchen community, including Manhattan Plaza, the famed artists’ affordable housing development.
The community would receive an initial $15 million from Caesars Palace Times Square upon approval of its bid, and regular grants funded based on 0.5% of casino performance. The unprecedented plan is another significant pillar of the Caesars Palace Times Square team’s unwavering commitment to uplifting Manhattan’s West Side and investing in New York.
Caesars Palace Times Square remains open and committed to working with many organizations in the broader community to ensure that a gaming and entertainment venue on the west side of Manhattan is a win for all. Most recently, the team behind Caesars Palace Times Square, led by Roc Nation, met with residents from Manhattan Plaza to explain their opt-in community benefits program and seek input from the community on their project.
“We are New Yorkers. Supporting and providing opportunities for our neighborhoods and community isn’t just a part of Roc Nation’s ethos; it’s our collective responsibility. Any proposal that wins a gaming license will undoubtedly profit. Our vision is to give back to New York and ensure that the Broadway community, Hell’s Kitchen, and the surrounding businesses and areas all benefit. And not just for a minute, but for the long-term,” said Shawn “JAY-Z” Carter.
“We partnered with Roc Nation for a reason, and are thrilled to support any Roc Nation-led community initiative that extends the benefits of this project to more New Yorkers,” said Brett Herschenfeld, EVP at SL Green.
The funding would be distributed to a newly-formed trust controlled by community residents, serving as trustees, that would make distributions for community priorities such as after school programs, childcare, senior support or other local priorities. The initial $15 million commitment is part of the bid’s overall $250 million community funding promise, which will include significant improvements to address longstanding neighborhood priorities in Times Square, Hell’s Kitchen and surrounding areas, including sanitation, security, and congestion management.
Caesars Palace Times Square is the only gaming proposal designed the New York way. The proposal would re-use an existing office building at 1515 Broadway, located in the heart of New York City’s iconic entertainment district, and will be designed with a limited number of restaurants and hotel rooms to create excess demand for dozens of existing establishments in neighboring communities.
The coalition supporting the bid now includes more than 150 organizations and businesses including local restaurants, hotels, residents, unions, and Broadway stakeholders.

Prominent Support for New York City’s Envisioned Caesars Palace Times Square Project
The New York State Latino Restaurant Bar & Lounge Association (NYSLRBLA) has thrown its support behind the proposal to bring a boutique casino hotel to the Times Square neighborhood of New York City.
The plan to redevelop up to eight floors of an existing 54-story office tower at 1515 Broadway into a premier entertainment and gaming destination is the brainchild of Caesars Entertainment Incorporated working in partnership with the SL Green Realty Corporation real estate investment trust and the Roc Nation management agency. The envisioned Caesars Palace Times Square facility could encompass as much as 250,000 square feet of gaming space alongside 950 hotel rooms and a plethora of entertainment and restaurant spaces.
Caesars Entertainment Incorporated floated its plan to bring a boutique casino to central Manhattan late last year and is now working towards securing one of the three associated ‘downstate’ licenses being put up for grabs by the New York State Gaming Commission. The prominent operator went on to partner with SL Green Realty Corporation and Roc Nation before establishing its Coalition for a Better Times Square industry group.
For its part and the NYSLRBLA represents Hispanic and minority-owned food and beverage concerns across the tri-state area encompassing over 350 restaurants ranging from small Latino enterprises to larger gourmet establishments. The group recently followed numerous other local businesses, labor unions and community organizations in joining the Coalition for a Better Times Square organization so as to better advocate in favor of the proposed Caesars Palace Times Square project.
“Times Square is the right place for New York’s next gaming destination, hands down,” Jeff Garcia, President for the NYSLRBLA, said. “It’s great not only for the Times Square area but for the city as a whole and we believe the increased tourism is going to directly benefit small and minority-owned businesses across the five boroughs.”
Economic forecasts indicate that a state-of-the-art gaming and entertainment destination in Times Square could see the storied area chalk up as much as $967 million in additional aggregated receipts every year from over seven million new annual visitors. The developers believe that their proposal, which comes complete with improved congestion, sanitation and security strategies, would moreover help the Manhattan neighborhood’s existing raft of hotels, theaters and restaurants while simultaneously bolstering an already extensive compliment of retail and dining options.
“The NYSLRBLA is among the most trusted and influential groups within New York City’s food and beverage industry,” read a joint statement from Caesars Entertainment Incorporated, SL Green Corporation and Roc Nation. “The NYSLRBLA’s support for a gaming destination in Times Square is a testament to the broad and city-wide impact of our proposal. A gaming destination in the heart of New York City, above the city’s largest transit center, means more customers and more opportunity for restaurants and bars across the city.”

SL Green and Caesars Entertainment Announce Pursuit of New York Gaming License for World-Famous Times Square
SL Green Realty Corp. and Caesars Entertainment announced a partnership to redevelop 1515 Broadway as a premiere entertainment and gaming destination in the heart of Times Square, one of the most visited destinations in the world. Caesars Palace Times Square will not only provide billions in tax revenue to New York City and State, it will also accelerate New York’s economic recovery through strategic partnerships with area businesses utilizing its industry-leading loyalty program Caesars Rewards, home to more than 65 million members. Caesars Rewards members will be able to use credits at Broadway shows, local hotels, restaurants, retail stores, comedy clubs, entertainment venues, and more, driving more tourists to area businesses and creating thousands of direct and indirect jobs in and around Times Square.
In addition to major economic benefits to all Times Square stakeholders, SL Green and Caesars are proposing significant security and traffic improvements as part of their proposal, which would boost Mayor Adams and the NYPD’s efforts in Times Square. These efforts will make visitors feel safer, improve mass transit, encourage pedestrian travel, and mitigate vehicle congestion in the area, pursuant to a proposed traffic plan to be included as part of the project.
Caesars Palace Times Square will be designed to include a Broadway Theater for The Lion King. The development will also bring Caesars Entertainment’s more than 50 years of globally-recognized excellence in entertainment, food & beverage, and gaming to New York to deliver a best-in-class experience that will be authentic and complementary to the Times Square entertainment district.

“Carmine’s has been in business in Times Square for over 30 years, and the public-private investments that were made in the late 90s and early 2000s literally transformed Midtown,” said Jeffrey Bank, President and CEO of the Alicart Restaurant Group, which operates Carmine’s and Virgil’s BBQ. “It is time for us to reinvest again – Times Square is the beating heart of New York, but everyone in Times Square is still hurting from the pandemic. The Caesars Palace proposal is the key to bringing tourists back, making Times Square safer, and is exactly the economic driver we need to not only recover but continue to grow and create more jobs.”
“A successful bid will provide a much-needed boost to area theaters, hotels, restaurants, and businesses and commit to fund a wide range of neighborhood initiatives and improvements to make Times Square the safest, cleanest, and most pedestrian-friendly entertainment district in the world,” said Michael Prohaska, Business Manager of Laborers’ Local 79. “This would mean bringing thousands of good union jobs to Midtown and enabling innovative new training and apprenticeship programs — initiatives that will provide disadvantaged community members with pathways to sustainable employment.”

With better security infrastructure and 24/7 monitoring, we can anticipate and prevent crime – we just need the financial and political willpower to do so,” said former New York City Police Commissioner William Bratton. “SL Green and Caesars’ proposal for Times Square goes beyond routine, in-house security and would invest millions in a new public-private safety initiative. This investment will ensure Times Square is safe for years to come.”
Caesars is the largest North American gaming operator with more than 50 casino properties across its portfolio, retail and/or mobile sports betting in 27 jurisdictions, and iGaming in five jurisdictions. Caesars Palace Times Square will be 100% privately funded. Caesars will license its brand and manage the operations under a long-term management contract.
