Jamul Casino and JIV Tribe Donate Approximately a Quarter Million Dollars in 2023
As 2023 draws to a close, Jamul Casino reported that its team member-led Community Champions initiative along with the Jamul Indian Village of California (JIV) Tribe has made philanthropic donations this year totaling approximately a quarter of a million dollars. These donations are part of the Tribe and Casino’s ongoing commitment to give back to the San Diego community and the local organizations that are making a difference in people’s lives.
Jamul Casino’s Community Champions program was initiated by President and General Manager, Mary Cheeks. She states, “Community Champions is a great way for the Casino to come alongside our team members, encourage their participation in community service, and invest in the causes important to them.” Cheeks adds, “It’s been a thrill to see this initiative really take off and become such a force for good in the community.”
2023 Philanthropic Highlights
This year, the Casino and Tribe supported nearly four dozen organizations, including:
National Alliance on Mental Illness (NAMI)
NAMI is a national organization dedicated to building better lives for the millions of Americans affected by mental illness. The NAMI San Diego and Imperial Counties chapter was founded in 1978, and is one of more than 600 affiliates nationwide. Jamul Casino was a sponsor of this year’s NAMIWalks event at Liberty Station, helping to bring awareness and reduce stigma around mental illness, and bring hope, recovery, and wellness to those affected by it.
Wounded Warrior Project
Wounded Warrior Project aims to improve the lives of millions of military veterans and their families by providing advocacy and offering programs for mental health, career counseling, and long-term rehabilitative care. In August, Jamul Casino participated in the Wounded Warrior Project’s Carry Forward 5K where team members walked, jogged, and ran to honor and empower wounded warriors.
Central Surf San Diego
Founded by Coast Guard Veteran Denise Graham, Central Surf San Diego promotes health and healing among veterans and others who have experienced trauma by using nature, athletics, and the power of the ocean. Jamul Casino presented a check to the organization at this year’s seventh annual Veterans Day luncheon, which paid tribute to 54 members of the Tribe and Casino team who have served in the military.
LGBTQ+ Community
In support of the LGBTQ+ community, Jamul Casino hand-delivered 56 turkeys to The San Diego LGBT Community Center and the Imperial Court de San Diego for their Annual Scott Carlson & Dan Ferbal Thanksgiving Community Dinner. This event offers a hot Thanksgiving Dinner to hundreds of people in need. Jamul Casino was also a major supporter of this year’s San Diego Pride Festival and a title sponsor for the Imperial Court’s 51st San Diego Coronation.
African American Community
This year, Jamul Casino donated $10,000 to Many Shades of Pink, an organization that provides support and resources to African American breast cancer patients. The Casino also hosted a luncheon during Black History Month to honor two local heroic women of color, Dr. Suzanne Afflalo and Wendy Shurelds, who both work to improve healthcare in the African American community.
Erica M. Pinto, Chairwoman of the Jamul Indian Village, states, “It has been an honor to partner with so many organizations serving our community, and be a part of their efforts to make a difference. We look forward to continuing to support our region’s underserved communities.”

San Diego County Supervisor Joel Anderson Joins Jamul Casino and the Jamul Indian Village of California Tribe in Honoring Veterans
Tribe’s annual donation to organizations serving veterans goes to Central Surf San Diego
Yesterday, Supervisor Joel Anderson of the San Diego County Board of Supervisors joined Jamul Casino and the Jamul Indian Village of California Tribe to commemorate Veterans Day with an exclusive event at Jamul Casino.
This seventh annual luncheon paid tribute to 54 members of the tribe and casino team who have served in the military. The event also featured its annual check presentation to a local veterans’ organization; this year given to Central Surf San Diego. The yearly Veterans Day luncheon is part of the Jamul Tribe and Jamul Casino’s commitment to recognize the courageous work of individuals and organizations making a difference in the San Diego community.
“This event is an opportunity to honor the strong legacy of military service among the Jamul Indian Village tribal members and Jamul Casino team members,” the President and General Manager for Jamul Casino, Mary Cheeks, said. “Having so many service members among our team is truly a source of pride. We are thankful for the sacrifices they have made and the talents they bring to our team.”
“Today, it is my sincere privilege to be able to honor the sacrifice of veterans by contributing to Central Surf San Diego,” the Chairwoman for the Jamul Indian Village of California, Erica M Pinto, said. “Its mission of wellness and healing resonates in our tribal communities and we are honored to include it in our philanthropic efforts. I also want to especially acknowledge our American Indian veterans; they have served in every major conflict in every capacity and in every generation since the military was established. Their enduring legacy carries on and we are proud to be able to recognize them today.”
Central Surf San Diego
A 501(c)3 non-profit organization, Central Surf San Diego was founded by Coast Guard veteran Denise Graham, who discovered the calming and healing effects of the ocean in 2015. She founded Central Surf to promote health and healing among veterans and others who have experienced trauma by using nature, athletics and the power of the ocean.
Business Impact Deal of the Year Award
Jamul Indian Village of California Honored with Prestigious National NAFOA Leadership Award
On April 25, 2023, the Jamul Indian Village of California (the JIV or Tribe) was honored with a highly prestigious national award from the Native American Finance Officers Association (NAFOA). The Tribe was awarded the Business Impact Deal of the Year Award at the 16th Annual NAFOA Leadership Awards luncheon during the 41st Annual NAFOA Conference in Washington, D.C. The Business Impact Deal of the Year Award recognizes the JIV’s outstanding leadership, perseverance, and the trailblazing structure of its debt refinance.
Jamul Indian Village’s Debt Refinance
The Business Impact Deal of the Year Award recognized the JIV’s success in refinancing debt related to the construction of its casino, owned and operated by the Jamul Indian Village Development Corporation (JIVDC). The transaction reduced the JIVDC’s interest by over $30 million annually by allocating a portion of its high interest rate debt to a holding company until the entire debt could be converted to a conventional, low interest loan. The refinancing deal serves as a shining example for other Tribal Leaders looking to refinance their projects in the future. With this achievement, the Jamul Indian Village of California has cemented its place as a leader in financial management and a force for positive change in the Native American community.
Erica M. Pinto, Chairwoman of the Jamul Indian Village and Chairwoman of the JIVDC Board, said: “This recognition is a testament to the resilience, determination, and hard work of our Tribe. After facing numerous challenges, we have emerged stronger and more successful. The refinancing deal has not only transformed our casino’s financial standing but also paved the way for a brighter future for our entire community.”
The JIV’s successful debt refinance was due in part to Jamul Casino’s:
- Strategic location in a well-populated area with favorable demographics.
- Modern facility with state-of-the-art amenities.
- Impressive player database growth with strong trends.
- Best-in-class management team, led by President and General Manager, Mary Cheeks.
Cheeks said: “Given the post-COVID lending environment, Jamul Casino’s successful debt refinance speaks to the vision of our Tribal Board, the Casino leadership team, the dedication of our staff, and the loyalty of our guests. These transactions have provided new economic opportunities, such as allowing us to begin building a beautiful new hotel connected to Jamul Casino.”
The Tribe’s financial transactions were completed with the assistance of Procopio, Cory, Hargreaves & Savitch LLP (Procopio), who provided legal counsel for the JIVDC, and FSA Investment Group, who acted as the JIVDC’s financial advisor. Procopio is an AMLaw 200 full-service business and litigation law firm, and FSA Investment Group is a financial advisory and investment firm.

Jamul Indian Village Development Corporation Completes $515 Million Financial Transaction
On March 29, 2023, the Jamul Indian Village Development Corporation (JIVDC), owner and operator of Jamul Casino and a wholly-owned enterprise of the Jamul Indian Village of California (the Tribe), closed on $515 million of Senior Secured Credit Facilities (the Credit Facilities) with a syndicate of commercial banks led by KeyBanc Capital Markets Inc. The other lenders included Western Alliance Bank, Nevada State Bank, U.S. Bank, PNC Bank, CIT Bank, and Columbia State Bank. Proceeds from the Credit Facilities will be used to refinance existing debt, fund hotel construction, and pay transaction-related fees and expenses.
JIVDC and Tribal Chairwoman Erica M. Pinto said: “We are thankful for the partnership with KeyBanc and appreciate their approach, flexibility, and collaboration. The terms of this transaction will allow us to focus on our long-term financial stability and new projects that will continue to provide benefits for the Tribe.”
“KeyBanc Capital Markets, together with a syndicate of lenders, are dedicated to providing financial solutions required by Tribes and their gaming entities. Jamul Casino’s management team and JIVDC’s effective leadership made this financial goal a reality. We are proud to be part of the continued success of JIVDC, Jamul Casino, and the Tribe as well,” Ben Rechkemmer, Managing Director at KeyBanc, said.
Procopio, Cory, Hargreaves & Savitch LLP (Procopio) provided legal counsel for the JIVDC, and FSA Investment Group acted as the JIVDC’s financial advisor. Procopio is an AMLaw 200 full-service business and litigation law firm, and FSA Investment Group is a financial advisory and investment firm.
This is the third significant financial transaction the JIVDC has completed in recent years. The Tribe refinanced their property in 2021 and again 2022. The Tribe’s success in completing these transactions is due in part to Jamul Casino’s:
- Strategic location in a well-populated area with favorable demographics
- Modern facility with state-of-the-art amenities
- Impressive player database growth with strong trends
- Best in-class management team, led by President and General Manager, Mary Cheeks.
“It’s very rewarding to see Jamul Casino’s success recognized by this team of lenders. It speaks to the vision of our Tribal Board, the Property leadership team, the dedication of our staff, and the loyalty of our guests. This comes at an exceptional time as we begin building a beautiful new hotel connected to the Casino,” Ms. Cheeks said.
JIVDC is adding to its property by developing a new 16-story hotel, which will feature 200 rooms, including 52 suites, a rooftop pool and jetted hot tub, a spa and salon, a fitness center, a restaurant and lobby bar, and a banquet room. The hotel is being built to achieve AAA’s Four Diamond designation.
