Advocating for Ontario’s iGaming and Sports Betting Market
The Canadian Gaming Association (CGA) continues to help both the Alcohol and Gaming Commission of Ontario (AGCO) and iGaming Ontario (iGO) as it finalizes material for market open.
In the past several weeks we have provided feedback to iGO on the need for an adjusted GGR rate for sports betting as well as on the recent AML documents; and advocated with government alongside the Betting and Gaming Council for the need to allow international liquidity.
Final Operating Agreement and Letter of Agreement
On November 1, iGO released a handful materials to help operators prepare for the new Ontario iGaming market:
- The final draft Operating Agreement and a summary of key changes
- A Letter of Agreement (LoA) that, once executed, will enable operators to work with iGO to begin the necessary systems integration processes ahead of executing the final Operating Agreement
- A new iGOConnect page that lists the iGaming Ontario policies that will form part of the final Operating Agreement
Update on Timing of Go-Live
To ensure sufficient market readiness by a wide variety of operators and suppliers, the market will not launch in December as previously planned. We anticipate that the Province will make an announcement on November 4, 2021, during the Fall Economic Statement. We will update you as soon as it happens.
AML Workshops
Specific to the AML workshops, we reached out to iGO and we expect to know more in the next couple of weeks about the specific approach and dates.
Notification Matrix
The AGCO released a notification matrix to better inform operators about specific situations in which operators and gaming-related suppliers must proactively notify the AGCO.

Jackpot Digital Receives Approval from AGCO as a Registered Gaming Supplier

Aviatrix enters North America for first time with Ontario launch
Award-winning crash game Aviatrix is now live in North America for the very first time, after securing a licence and certification in the Canadian province of Ontario.
Aviatrix has been granted a Gaming-Related Supplier (B2B) Licence by the Alcohol and Gaming Commission of Ontario (AGCO), meaning Ontario-licensed operators can now offer the game.
It’s the first time players in North America will be able to enjoy Aviatrix, marking another major milestone in the remarkable two-year journey of the game.
Aviatrix was helped through the AGCO licensing and certification process by BetComply.
Anastasia Rimskaya, Chief Account Officer at Aviatrix, said: “We committed to expanding Aviatrix’s regulated footprint, and this is another huge step. We’re already present in many markets across Europe, so it is fantastic to add a province in Canada to the list. Edict Egaming Secures Approval for Ontario Licence
Edict egaming has received approval from the Alcohol and Gaming Commission of Ontario (AGCO) to provide its games for the online casino market in the Canadian province. This applies to both the German edict egaming GmbH and Edict Malta Limited. From now on, the Merkur Group subsidiary will be able to offer its popular Merkur slots in one of the largest North American markets.
“We are delighted to have received AGCO approval for our Merkur games in Ontario. This is definitely a big step for edict and we are very excited to showcase ourselves to new audiences on the global stage in this dynamic market,” Dominic-Daniel Liénard, CEO of edict egaming GmbH, said.
The AGCO is working with the Government of Ontario and iGaming Ontario (iGO) to establish a new online gaming market that helps protect consumers gambling through private gaming companies. This license certifies that edict operates within the framework of strict laws and meets the requirements for responsible gaming.
