Arizona Department of Gaming Issues Cease-and-Desists on “Phoenix Dream Home Sweepstakes”
The Arizona Department of Gaming (ADG) issued cease-and-desist orders to Raffall, a company based in the UK, and to an Arizona resident using the platform to promote the “Phoenix Dream Home Sweepstakes,” currently advertised online and through a separate website, winthisazhome.com, which is marketing the chance to “Win a Luxury $1.3M Arizona Mountainside Home”.
According to the Department’s investigation, the promotion required participants to purchase entries for a prize to be awarded and promised either a home transfer or a cash payout, depending on sales volume. The investigation further determined that the organizers intended to profit from ticket sales. Based on these findings, the Department alleges the activity constitutes an illegal gambling operation under Arizona law.
As part of the enforcement action, Raffall has been directed to remove all gambling-related drawings or giveaways targeting Arizona residents, and the Arizona resident has also been ordered to cease promoting or conducting any unlawful gambling activity.
“Illegal gambling can take many forms and it does not matter if it is labeled a sweepstakes, raffle, giveaway, or drawing. Unregulated operations put Arizonans at risk because there is no oversight, and therefore no accountability or safeguards in place. The Department will continue to take enforcement action to protect consumers, and we urge the public to learn what is legal before participating in or hosting any gambling activity,” said Jackie Johnson, Director of the Arizona Department of Gaming.

Arizona Department of Gaming Reports $44.9 Million in Tribal Gaming Contributions for Q2 FY 2026
The Arizona Department of Gaming (ADG) has officially announced a total of $44,891,270 in tribal gaming contributions to the Arizona Benefits Fund for the second quarter of Fiscal Year (FY) 2026. This performance marks an approximate 5.6 percent increase compared to the same period in FY 2025, signaling continued strength in the state’s tribal gaming sector.
These contributions are vital to the state’s infrastructure, supporting everything from classroom improvements to emergency medical services.
“The financial support that tribal gaming provides the state of Arizona continues to power local and statewide needs that are vital to healthy and safe communities,” said Jackie Johnson, Director of the ADG. “With nearly $45 million in tribal gaming contributions in the most recent period, the Department is proud to ensure the continuation of important revenue streams that positively impact Arizonans.”
Where the Money Goes: The Arizona Benefits Fund
Under the Arizona Tribal-State Gaming Compact, 88 percent of all tribal gaming contributions are directed into the Arizona Benefits Fund. This revenue is strictly allocated to high-priority state initiatives.

“The financial support that tribal gaming provides the state of Arizona continues to power local and statewide needs that are vital to healthy and safe communities,” said Jackie Johnson, Director of the ADG. “With nearly $45 million in tribal gaming contributions in the most recent period, the Department is proud to ensure the continuation of important revenue streams that positively impact Arizonans.”
The Arizona Benefits Fund receives 88 percent of tribal gaming contributions, providing significant dollars to support instructional improvement for schools, trauma and emergency care, tourism, and wildlife conservation throughout the state. Arizona Sports Betting Hits New Record: $967 Million Wagered in October 2025
The Arizona Department of Gaming (ADG) has released its sports betting report for October 2025, revealing a record-breaking month for the Grand Canyon State. Total wagers reached approximately $967.1 million, marking a significant 22.2% increase year-over-year and a 13.6% jump from September 2025.
This performance solidified Arizona’s position as a top-tier U.S. betting market, ranking 6th nationally in total handle for the month, just behind Pennsylvania.

The surge in betting activity was driven almost entirely by mobile operators, which accounted for 99.4% of the total handle.
