EGBA Expresses Concerns over Italy’s New Proposals for Online Gambling Licensing
The Italian authorities are currently working on a new tender for online gambling concessions which will limit the number of online gambling licensees in the country to 40 and increase online licensing fees to at least €2.5 million from 2023.
Now, the EGBA has contacted the Italian gambling authority to share its concerns and reminded the authority of its duty to notify its proposal to the European Commission. Notification enables the Commission to scrutinise and determine whether proposed national laws are in full compliance with EU law.
“We have asked the Italian authorities to duly notify the draft legislation to the European Commission. Notification is required by European law, and failure to do so will render the law inapplicable to Italian-licensed companies and its citizens. The Commission’s careful scrutiny of this proposal is needed, also to make sure that the draft legislation will not be contrary to the consumer protection objectives of the Italian online gambling legislation” Maarten Haijer, Secretary-General of EGBA, said.
The tender proposal would reduce the country’s current limit of 120 online gambling licensees to 40, a significant reduction by two-thirds, and seeks to increase licensing fees to at least €2.5 million, 10 times larger than the country’s previous licensing fees. Licensing fees would also be determined through an auction process rather than through a fixed licensing fee like in other European countries. The proposal would take effect from 1 January 2023, at the end of the current licensing term, and apply for 9 years.
This could potentially, EGBA believes, weaken the viability of the country’s regulated and licensed online gambling market, in favour of unlicensed operators who can easily be found online by players in Italy.
If the new tender would enter into force unchanged, it could become much more attractive for players in Italy to look for and play with unregulated operators, who would have much better offers and betting odds because they will not have to pay these fees or taxes. Those players would no longer be protected by Italian consumer protection and gambling legislation, which would be contrary to the stated objective of the regulated online gambling market in Italy.

The MGA Publishes Notice on Websites Impersonating Licensed Operators
The Malta Gaming Authority (MGA) has observed a pattern of websites impersonating MGA-licensed operators and misleading consumers into believing that they are licensed, regulated or otherwise authorised by the Authority in accordance with the Gaming Act (Chapter 583 of the Laws of Malta) and the regulatory instruments issued thereunder.
In light of this, the MGA published a list of three websites impersonating licensed operators. The websites are:
• www.manekicasino.bet
• www.dragonaracasino.uk.com
• www.slot-hunter.at
“The MGA is hereby declaring that it has no connection with the above listed URLs and any other website, platform and/or entity impersonating the Authority and/or MGA-licensed operators. Any reference to the MGA and/or gaming licence/s said to be issued by it, as stated on these domains, are false and misleading,” the MGA noted.
“The MGA would like to remind consumers not to utilise services provided by an entity unless they have ascertained that the entity in question is duly authorised to provide such services by the Authority. Whereas MGA-licensed operators comply with strict legal requirements in the interest of consumers, the activities of unlicensed entities are unregulated, and do not provide the necessary safeguards delineated by virtue of the gaming regulatory framework, making transactions with such entities risky for consumers.”

Greentube goes live in Alberta as province opens regulated iGaming
Supplier secures AGLC registration and extends its Canadian footprint beyond Ontario, where it has been live since 2022.
Greentube has gone live in Alberta on the day the province opened as a newly regulated iGaming market, marking the supplier’s first launch in the jurisdiction.
The NOVOMATIC Digital Gaming and Entertainment division said it completed regulatory and technical due diligence and secured registration with the Alberta Gaming, Liquor and Cannabis (AGLC) commission to operate in the province. Alberta becomes only the second Canadian province to regulate iGaming after Ontario, with the new framework replacing the monopoly previously held by Play Alberta.
The Alberta launch builds on Greentube’s existing Canadian footprint. The company has been live in Ontario since 2022 and described the Alberta debut as part of its wider North American expansion strategy.
