MGM China Promotes Responsible Gaming via Interesting and Diversified Initiatives
With the aim to build a harmonious, healthy and sustainable society, MGM has been working with different stakeholders in Macau to promote responsible gambling (RG) through various initiatives. The Company has unveiled the “MGM Financial Education School Tour 2024 – Hero of Egg Waffle” earlier, aiming to convey positive messages such as the prevention of gaming and financial awareness to the students. This initiative features interesting interaction and vivid story from the perspective of education and prevention, allowing students to have rational financial plans.
Tian Han, EVP of Gaming Operations & Strategic Marketing at MGM, said: “MGM organizes a series of RG promotional activities with different themes for all ages in society. We launched the ‘MGM Financial Education School Tour’ in 2023, presenting a musical drama every year addressing current social issues such as blind box purchases and online game recharging, helping students develop a proper concept of money and values in a fresh and fun way. The school tour visits 20 local primary and secondary schools, helping promote to more than 3000 students in every academic year.”
Aside from primary and secondary students, MGM is also conveying RG information to university students in a bid to make further contribution to local youth’s growth. Recently, MGM has signed a memorandum of understanding with City University of Macau (CityU) to inaugurate the “Responsible Gaming Project at Campus”. Under this partnership, MGM will host RG training and lectures at the university campus, enabling the students who have completed the training to act as RG ambassador in MGM’s RG promotional events. The project aims to encourage students to gain a deeper understanding of RG’s importance in Macau while building a broader and more robust safety net in the community.
Beyond promoting RG in schools, MGM is also committed to raise the public awareness of RG. The Company recently launched the “Photo Exhibition of Gaming Industry and Responsible Gaming Promotions in Macau – MGM Special Session”, revolving around three topics – “History of Gaming Industry Development,” “History of Responsible Gaming” and “Introduction to MGM’s Responsible Gaming Initiatives”. The exhibition showcased the evolution of Macau’s gaming industry and the city’s social efforts on RG, attracting audiences from local associations, gaming industry as well as residents and tourists. Additionally, MGM joined forces with Macao New Chinese Youth Association to hold the “Responsible Gaming City Orienteering Competition” with 30 participating teams. The competition required participants to finish a series of games and challenging tasks and arrive at the service point of a designated RG stakeholder within the specified time period, so that they can acquire RG knowledge of RG through sports competition.

Macau Foresees Gaming Revenue Growth to $30 Billion by 2025
Macau’s 2025 casino gross gaming revenue (GGR) is forecast to reach MOP240 billion ($29.9 billion), says the Office of the Chief Executive (CE), in the financial-year 2025 budget plan published on last Thursday, and which has been submitted to the city’s Legislative Assembly.
That would be a 31.1% rise on the MOP183.06 billion achieved in 2023, the first year of trading since pandemic-related restrictions were lifted. It would be an 82.1% recovery rate compared to the MOP292.46 billion in the pre-pandemic trading year of 2019, as per data of the local regulator.
The 2024 budget plan predicted MOP216 billion GGR for this year. The tally for the calendar year to the end of October is MOP190.14 billion. The 2025 budget would represent year-on-year growth of 11.1% from the forecast for 2024.
The 2025 budget plan estimates the Macau government will collect MOP84.0 billion in gaming taxes from the city’s six casino concessionaires for financial year 2025. That is calculated based only from the levy of the so-called “special gaming tax”, which stands at 35% of GGR for the current 10-year gaming concessions that started from January 1, 2023.
With other contributing levies for social causes, the effective tax on Macau casino GGR is 40% for the current concession term.
“It is estimated that the recovery momentum of the integrated tourism and leisure businesses for the next fiscal year [2025] will continue, with a continuous rise in inbound tourist volume, albeit their travel and consumption patterns may see changes,” the Office of the Chief Executive stated in its fiscal year 2025 budget plan.
“Integrated tourism and leisure businesses” is a term used by the authorities to indicate the casino resort sector.
The chief executive office added: “Considering all factors, the fiscal year 2025 gross gaming revenue is estimated to reach MOP240 billion. Such is the principal fiscal income that serves as a foundation for the Macau Special Administrative Government in formulating the fiscal year 2025 budget plan.”
Post the Covid-19 pandemic, Macau’s fiscal income had seen a “gradual recovery” since 2023, as economic improvement had been led by the integrated tourism and leisure sector, the document also mentioned.
For the whole of fiscal year 2024, the Macau government had forecast it would collect MOP75.6 billion in gaming taxes from the casino concessionaires, levied as special gaming tax, according to the 2024 budget plan.
The 2025 plan will be current Chief Executive Ho Iat Seng’s ultimate fiscal-year budget proposal before stepping down at the end of his five-year term.
Sam Hou Fai, most recently president of Macau’s Court of Final Appeal, the city’s most senior judicial position, is to succeed Mr Ho as the city’s leader, with a swearing-in ceremony to be held in December.

PBBM Orders Immediate Ban Against All PH POGO Operations
Citing risks posed by Philippine Offshore Gaming Operators (POGO) operations in the country, President Ferdinand R. Marcos Jr. issued Executive Order No. 74 imposing an immediate ban on offshore and internet gaming in the country.
In issuing the EO 74, President Marcos said “the State has the paramount duty to safeguard national security, maintain public order, uphold the rule of law, protect the safety of its citizens, and ensure the integrity of the social fabric of the nation.”
“…In pursuit of such duty, an unequivocal ban of POGO/IGL operations was pronounced during the State of the Nation Address on 22 July 2024.”
The EO cited the Department of Finance (DOF) study in saying that POGO activities significantly outweigh the economic and social benefits derived from the POGO industry because of the risks and negative consequences such as increased crime rates, social instability and exploitation of vulnerable people associated with them.
The Anti-Money Laundering Council (AMLC) Report also indicated POGOs have been identified as susceptible to money laundering, fraud and other illicit financial activities, and therefore pose substantial threats to the integrity of the national financial system.
“The high reputational risks associated with POGO/IGL operations deter foreign investment and tourism, undermining the efforts of the National Government in promoting the country as a safe and sustainable investment and tourism destination,” the EO stated.
The President’s order, signed by Executive Secretary Lucas Bersamin on Nov. 5, will cover Philippine Offshore Gaming Operators and Offshore Gaming Operations and Services.
All POGOs/IGLs and other offshore gaming operations and other offshore gaming-related/auxiliary/ancillary services with issued licenses, permits are expected to completely cease operations, including the winding up of their affairs, on December 31, 2024 or earlier.
And to develop and implement a comprehensive strategy, Technical Working Groups (TWGs) will be created. The TWG on Employment Recovery and Reintegration will address the impact of the foregoing ban on the affected sectors of the economy and ensure the reintegration of displaced Filipino workers.
This will also involve the provision of assistance and safety nets which include upskilling and reskilling programmes to ensure displaced workers could find new jobs.
The President also issued directives to national government agencies in response to the immediate POGO operations prohibition.
He wants the Presidential Anti-Organised Crime Commission (PAOCC), Philippine Drug Enforcement Agency, and other law enforcement agencies to intensify their efforts against illegal POGOs/GLs and other offshore gaming operations and services.
The Department of Human Settlements and Urban Development (DHSUD) was instructed to assist the TWG on Anti-Illegal Offshore Gaming Operations in securing the cooperation of homeowners associations to ensure the non-proliferation of POGO/IGL and other offshore gaming operations and services in subdivisions, condominiums and other real estate developments.
