If passed at the second reading, it will be presented to President Volodymyr Zelensky and if signed will become law.

The regulated bookmakers in Poland have generated a combined turnover of €1.58bn in 2019, a 28.8% year-on-year increase but less than the unlicensed market, according to figures from legal association Graj Legalnie.
At the end of last year, the Minister of Finance, Investment, and Development has signed an ordinance amending the ordinance on lottery devices, gaming devices, and slot machines, securing information regarding the organized lottery and obtaining, calculating and paying out winnings.
Pursuant to the provisions of the Gambling Act, only the minister competent for public finances decides whether playing on a given device is a game on slot machines within the meaning of the Gambling Act.
The opinion of the testing entity is only an attachment to the application for issuing the decision. This opinion must contain information that it serves only to issue a decision by the minister competent for public finance.

In two weeks, operators, industry analysts, and legal experts will once again gather in Berlin to attend the 2025 Gaming in Germany Conference. This year’s event will take place on Tuesday, November 11.
Key topic: Evaluation of 2021 State Gambling Treaty
The 2021 State Gambling Treaty (GlüStV 2021) is currently being evaluated by the German federal states, with a final report expected next year.
The outcome of this evaluation will determine to what extent Germany’s iGaming regulatory framework will be adjusted to reflect market realities. Already, it appears that certain things the industry has been clamoring for – e.g., easier game certification – will become a reality.
While the industry will certainly not get everything it wants, the direction of regulatory development could be toward improvement.
