AGCO issues $70,000 in monetary penalties to three internet gaming operators for offering uncertified slot games

In order to protect the public interest and ensure Ontario’s internet gaming (igaming) market operates responsibly and with integrity, the Registrar of the Alcohol and Gaming Commission of Ontario (AGCO), has served three AGCO-registered internet gaming operators with Notices of Monetary Penalty for alleged infractions of the Registrar’s Standards for Internet Gaming (the Standards), pertaining to game integrity.

Contrary to Standards 4.08 and 4.09, Bunchberry Limited, Mobile Incorporated Limited and LeoVegas Gaming PLC are alleged to have provided games on their Ontario gaming sites that were not approved by the AGCO Registrar nor certified by an Independent Testing Laboratory (ITL) registered by the Registrar. In addition, contrary to Standard 1.22, the uncertified games that Mobile Incorporated Limited allegedly provided were from suppliers who are not registered with the AGCO.

The Standards were put in place to protect Ontarians from potential harms while ensuring game integrity and fairness. They include clear requirements for operators and gaming-related suppliers to cease all unregulated activities and to only provide games that have been certified by an AGCO-registered ITL against the Standards, in order to participate in Ontario’s regulated, open igaming market.

A registered operator served by the AGCO with Notice of Monetary Penalty has the right to appeal the Registrar’s action to the Licence Appeal Tribunal (LAT), which is an adjudicative tribunal independent of the AGCO and part of Tribunals Ontario.

Contrary to Standards 1.22, 4.08 and 4.09, Mobile Incorporated Limited is alleged to have committed the following infractions:

the Registrant provided uncertified games from two unregistered suppliers on their Ontario gaming site and, based on the Registrar’s assessment of the particular circumstances, in accordance with AGCO Board Guidelines, has been served an Order of Monetary Penalty totaling $30,000 for these alleged infractions.

Contrary to Standards 4.08 and 4.09, LeoVegas Gaming PLC is alleged to have committed the following infractions:

The Registrant provided an uncertified game on their Ontario gaming site and, based on the Registrar’s assessment of the particular circumstances, in accordance with AGCO Board Guidelines, has been served an Order of Monetary Penalty totaling $25,000 for this alleged infraction.

Contrary to Standards 4.08 and 4.09, Bunchberry Limited is alleged to have committed the following infractions:

The Registrant provided uncertified games on their Ontario gaming site and, based on the Registrar’s assessment of the particular circumstances, in accordance with AGCO Board Guidelines, has been served an Order of Monetary Penalty totaling $15,000 for these alleged infractions.

The Alcohol and Gaming Commission of Ontario (AGCO) has ordered monetary penalties totalling $120,000 against Great Canadian Entertainment (GCE) for using unauthorided gaming system software at multiple Ontario casino sites, a serious compliance failure that bypassed requirements designed to protect the integrity of casino gaming.

Gaming equipment and systems are central to casino operations. They process payments and wagers, support slot-game play and help maintain controls that protect the integrity, safety and security of the gaming environment. When these systems are used or operated without required testing, monitoring and approval, it weakens safeguards designed to detect and prevent unlawful conduct, including money laundering, and can undermine public confidence in Ontario’s regulated casino sector.

The AGCO reviewed 40 instances in which revoked or unapproved bill validator software had been installed across four casino sites between February 20 and March 15, 2025. Bill validators are components within gaming machines that accept and process cash and help support anti-money laundering controls.

The AGCO’s Standards for Gaming require gaming equipment and software to be tested and approved before being deployed in casinos. Bill validators verify the authenticity and value of cash inserted into electronic gaming machines and are an important safeguard. That is why these systems must undergo rigorous testing and approval to confirm they operate as intended, perform critical functions reliably and are authorised before being introduced into a live casino environment.

Casino operators are responsible for ensuring that changes to gaming systems are properly reviewed, tested and authorised before implementation. Using unapproved software in a live casino environment is a serious compliance failure.

A casino operator served with an Order of Monetary Penalty has the right to appeal the Registrar’s action within 15 days to the Licence Appeal Tribunal (LAT), an adjudicative body that is part of Tribunals Ontario and independent of the AGCO.

“The AGCO requires casino operators to protect the integrity of their gaming systems by making sure they are independently tested, approved and operating as intended. When unauthorised software is used in a live casino environment, it bypasses critical safeguards that are meant to uphold the integrity of gaming and the public’s confidence in the system. The AGCO will continue to hold all casino operators accountable for meeting Ontario’s high standards of gaming system integrity,” said Dr. Karin Schnarr, Registrar and Chief Executive Officer at AGCO.

The Alcohol and Gaming Commission of Ontario (AGCO) has served Relax Gaming Limited and Arrise Solutions Limited with Orders of Monetary Penalties of $40,000 each. The penalties follow an AGCO investigation that found games created by these companies were available on unregulated gambling websites accessible to Ontario players. Operators of gaming websites that are accessible within Ontario must be registered with the AGCO.

Ontario’s regulated iGaming market is built on clear, enforceable standards that require operators to include strong consumer protections, such as game integrity and responsible gaming safeguards. Unregulated gaming sites do not guarantee player protections or information security and increase the potential risk of harm to players and criminal activity, such as money-laundering and match-fixing. Relax Gaming and Arrise Solutions are both registered by the AGCO to create and supply slot and casino-style games for play on Ontario’s regulated gaming sites. The AGCO prohibits companies operating in the regulated iGaming market from offering their products to unregulated gaming websites available to Ontario players. Supplying games to such sites helps to sustain unregulated gaming operations.

The AGCO aims to disrupt unregulated gaming and its supply chains to safeguard Ontarians and maintain gaming integrity in the province. The agency monitors the market for regulated entities supplying the unregulated sector.

Following notification from AGCO investigators, both companies cooperated fully with the investigation and took prompt action to restrict access to their games by Ontario players on unregulated sites.

“Ontario’s regulated iGaming market is built on clear rules designed to protect players and hold companies accountable. Unregulated gaming sites operate outside that framework, meaning players have no assurance of fair games, timely withdrawals, or access to meaningful dispute resolution. When regulated games appear on unregulated sites, it risks enabling a market that exposes players to real harm,” said Dr. Karin Schnarr, Chief Executive Officer and Registrar of AGCO.

Endorphina secures AGCO supplier registration in Ontario

Endorphina Limited has obtained a Gaming-Related Supplier registration in Ontario, Canada, allowing the company to supply its online slot content to licensed operators in the province.

The registration was issued by the Alcohol and Gaming Commission of Ontario (AGCO). Ontario is one of North America’s most closely regulated online gambling markets.
