Virginia Lawmakers Debate Creating iGaming Agency

Virginia lawmakers are actively debating whether to establish a new regulatory agency to oversee iGaming. The joint subcommittee discussed a bill to create the Virginia Gaming Commission. It would manage all gambling verticals beyond the lottery.

Delegate Paul Krizek said: “The Virginia Gaming Commission is a step we need to preserve the good.”

Currently, the Virginia Lottery regulates sports betting and casinos, while other agencies manage charitable gaming and horse racing. Lawmakers also considered legalizing online casinos, including real-money platforms.

Delegate Marcus Simon introduced HB 2171 earlier this year. The bill aimed to authorize a real money online casino market under casino-lottery oversight. While the bill failed, Simon explained that the aim remains to curb illegal offshore platforms.

“My goal is to bring it under a regulated umbrella where we can have some oversight and supervision,” Simon said.

The subcommittee reviewed revenue projections estimating up to $5.3 billion in taxable income from online casinos over five years. The estimates included increased land-based casino revenue of 8.4%.

Experts raised concerns about real money online casino risks. Keith Whyte from Safer Gambling Strategies urged strong enforcement and safer gaming tools. Whyte noted: “Players could be encouraged… to take control through deposit limits, time limits, budget calculators, and personalized dashboards.”

Mental health advisor Brianne Doura-Schawohl backed up Whyte’s statement, warning that such products are dangerous without safeguards.

Former New Jersey regulator David Rebuck testified that iGaming complemented land-based casinos there. He pointed to New Jersey’s market, where online play boosted tourism and in-person casino revenue.

However, some Virginia legislators expressed skepticism, citing fears of cannibalization. They questioned whether online casinos might draw customers away from brick-and-mortar venues.

Industry experts countered that New Jersey and Michigan showed the opposite effect. Rebuck explained: “The evidence demonstrates iGaming expands the player base rather than cannibalizes physical casinos.”

Supporters argued that Virginia’s land-based operators could benefit from cross-promotion, loyalty programs, and expanded reach to players in rural areas.

The subcommittee must make recommendations by November 30, 2025. Officials expect the commission’s creation will precede legalization of online casinos. The Virginia lawmakers will review feasibility and revise HB 2171 before the 2026 legislative session.

Playson has signed a content partnership with Mohegan Digital to launch its online casino games in Ontario via PlayFallsview.com, with go-live expected in early Q2 2026.

Under the agreement, PlayFallsview.com—Mohegan Digital’s online casino brand in Ontario—will add a selection of Playson titles. Games named in the announcement include Coin Strike: Hold and Win, Diamonds Power XXL: Hold and Win and 4 Pots Riches: Hold and Win.

The rollout will be delivered through Light & Wonder’s platform, which the companies said will support integration and content distribution in the regulated market.

Bally’s Chicago marked a major construction milestone at its permanent casino site at 560 W. Grand Ave. with a topping-off ceremony celebrating the placement of the final structural beam. Once complete, the $1.7 billion development is expected to create approximately 3000 permanent jobs for the local community and is slated to open in spring 2027.

The event brought together Chicago Mayor Brandon Johnson, Alderman Walter Burnett Jr., Bally’s Executive Chairman Soo Kim, union leaders, and members of the Chicago Community Builders Collective (CCBC), alongside trades workers building the project. To date, more than 1000 tradespeople have worked on the project, reflecting Bally’s investment in Chicago labor and the workforce behind one of the city’s largest active developments.

The ceremony concluded with the traditional signing, lifting, and placement of the final beam, marking a key structural milestone and drawing project partners together on site overlooking the Chicago River and skyline. The moment offered one of the clearest visuals yet of Bally’s future presence along Chicago’s riverfront.

“This is a significant milestone for Bally’s Chicago and reflects the incredible effort of the union trades and partners who have made this moment possible. We’re proud of the progress to date and excited to move into the next phase as we deliver a one-of-a-kind destination for the people of Chicago,” said Soo Kim.

The $1.7 billion development is part of a 30-acre redevelopment of the former Chicago Tribune Freedom Center site, which will be transformed into a riverfront destination reconnecting River West and the Near West Side to the Chicago River, improving public access, and activating the river’s edge.

Bally’s is also releasing new renderings showcasing key elements of the project’s interior design and guest experience. Bally’s Chicago has engaged WATG to lead the design of the casino interiors, shaping gaming, entertainment, and social spaces within the larger destination.
