The process for the permanent licensing of online betting and gaming providers, began in October 2019 with the institution of the new Law by the Greek Parliament.
The licenses are issued by the Greek Licensing Authority (“Hellenic Gaming Commission”), in accordance with the new law 4635/2019 and the subsequent regulatory framework which “closed” a permanent backlog that existed since 2011, as in this market has been in force since then a transitional temporary licensing regime for online gaming.
The new permanent licenses have a duration of 7 years, the online betting market is open to new Companies, in addition to those temporarily licensed since 2011 who had the right to apply, while the Greek market shows significant dynamics and growth in recent years and is being considered among the most promising globally.

Executives of tech giants Meta and Google did not depose before the Enforcement Directorate of India (ED) on Monday and have now been given fresh summons for July 28 in a money laundering case linked to promotion of illegal online betting and gambling platforms.
The representatives of the two companies sought deferment of the July 21 summons, saying they need time to collect relevant information and documents before they present themselves for questioning and recording of their statements at the federal probe agency.
The executives have been given a one-week extension and asked to depose on July 28. Once they depose, their statements will be recorded under the Prevention of Money Laundering Act (PMLA).
A Google spokesperson said that the company was “committed to keeping our platforms safe and secure, prohibiting the promotion of illegal gambling ads.”
“We are extending our full support and cooperation to investigating agencies to hold bad actors responsible and keep users safe,” the spokesperson said.
There was no response from Meta.
The federal agency is probing several platforms allegedly hosting illegal betting and gambling links, including instances of advertisements placed for them on various social media outlets and app stores.
The tech giants are understood to have been called by the ED to know how such illegal platforms can place ads on their portals.
Some actors, celebrities and sports persons are also under the scanner of the agency in these cases, and are expected to depose.
The ED has claimed illegal online betting and gambling platforms cheated people of their hard-earned money, and also laundered and evaded paying taxes of up to several crores of rupees.
Google said its “continuous AI advancements, complemented by human expertise, ensure all ads on our surfaces comply with local laws and our strict ad policies, and protect users from evolving threats.”
“Last year alone, we removed 247.4 million ads and suspended 2.9 million advertiser accounts in India,” the firm said.
The ED is investigating more than a dozen cases linked to illegal gambling and betting platforms across the country, including the Mahadev Online Book (MOB) app, whose main promoters hail from Chhattisgarh.

Chicago City Council members are reviving plans to legalize video gambling in the city, introducing two ordinances that could bring hundreds of terminals to O’Hare and Midway airports and allow machines citywide for the first time.
One ordinance, introduced by Alderman Gilbert Villegas (36th), targets the city’s airports, where he sees both political feasibility and high revenue potential.
“The General Assembly has provided this opportunity through the casino bill. Yet, we’re not taking advantage of capturing dollars from one of the busiest airports in the country,” Villegas said.
“People are there, in some cases, one or two hours before. If their flight is delayed or they’re making a connection and there is a delay, there’s an opportunity to capture an audience that may not even be going to the city.”
Villegas’ proposal includes a $10,000 license fee per location, plus $500 per terminal. A separate terminal license would cost $1000, with an additional $500 per unit. If 400 machines each generated $800 daily, Villegas estimates annual revenue could reach $116.8 million, with the city taking a share through licensing and taxes.
Alderman Anthony Beale (9th) is pushing for a broader citywide expansion. His ordinance would legalize video gambling throughout Chicago, including in neighborhood bars and restaurants.
“We need to do it citywide and at the airports. We need the revenue and this administration has not shown a willingness to find new revenue that’s not gonna hit the taxpayers in every household,” Beale said.
Beale’s ordinance proposes a $500 license fee per location and a $1000-per-terminal charge for both the site and the machine itself. He has criticized the administration for dismissing the potential benefits, arguing that the current tax formula could be renegotiated with state lawmakers.
“That’s because they haven’t shown the willingness to go down to Springfield and change the formula. I’m hoping that submitting these ordinances will finally convince them to send a team down there,” he said.
