PGCB Reports Record Revenue in March 2024
All-time high for iGaming revenue spurs overall increase
The Pennsylvania Gaming Control Board (PGCB) reported that the combined total revenue generated from all forms of gaming, along with fantasy contests, during March 2024 was $554,625,294, an all-time monthly high eclipsing the previous high revenue month of December 2023 of $534,215,808.
The March revenue figure was also a 7.64% increase over the $515,278,831 revenue figure of last March.
Internet Casino-Type Gaming (iGaming) continued to be the driver for the overall growth with a 28.95% increase in revenue generated in March 2024 over March 2023.
Sources of gaming revenue regulated by the PGCB include slot machines, table games, internet gaming, sports wagering, fantasy contests and video gaming terminals (VGTs). The PGCB has posted separate reports for these types of gaming on its website, https://gamingcontrolboard.pa.gov/.
Total tax revenue generated collectively through all forms of gaming and fantasy contests was $229,566,989* during March 2024.

This March’s revenue from the play of retail slot machines was $227,891,331, a 1.10% increase in revenue when compared to the $225,408,088 generated in March 2023.
The number of slot machines in operation in March 2024 was 24,886 compared to 25,643 at the casinos in March 2023.

Video Gaming Terminals
Total adjusted revenue for March 2024 for video gaming terminals (VGTs) was $3,739,380, or 0.48% lower than March 2023 when revenue was $3,757,506. By the end of March 2024, all VGT Operators offered the maximum permitted five machines at 74 qualified truck stop establishments, compared to five machines at 66 establishments at this time last year.

Compliance Updates
PA Gaming Control Board Levies Fines Totaling $180,000
The Pennsylvania Gaming Control Board (Board) at its public monthly meeting approved four consent agreements presented by the Board’s Office of Enforcement Counsel (OEC) resulting in fines totaling $180,000 against:
Greenwood Gaming and Entertainment, two separate fines totaling $80,000:
A $40,000 fine for three instances of permitting underage individuals to access the gaming floor and play slot machines or table games;
A $40,000 fine for permitting the employment of five unlicensed individuals who had access to iGaming account holders’ personal identifying information through its betParx platform.
Additional fines were levied against:
Wind Creek Bethlehem LLC received a $50,000 fine for failure to follow Know Your Customer (KYC) guidelines that resulted in fraudulent withdrawals from iGaming accounts of more than over $92,000; and,
Fantasy Contest Operator YFS Sub LLC, a subsidiary of Yahoo Fantasy Sports, a $50,000 fine for failure to notify and gain proper approval of the Board for a change of control of its license.
The Board also took actions to place 8 individuals on its various Involuntary Exclusion Lists. Placement on an Involuntary Exclusion List prohibits individuals from either gaming in a casino in Pennsylvania, via an online betting site regulated by the Board, or at a Video Gaming Terminal (VGT) location. These matters, presented by the Board’s Office of Chief Counsel and the OEC, set the number of individuals now on the Board’s various Involuntary Exclusion Lists to 1463.
The Gaming Control Board is scheduled to meet next at 10:00 a.m. on Wednesday, June 17, 2026 in the Board’s Public Hearing Room located on the second floor of the Strawberry Square Complex in Harrisburg.

PA Gaming Control Board Imposes $100,000 Fine on BetMGM
The Pennsylvania Gaming Control Board (Board) at its public monthly meeting approved a consent agreement presented by the Board’s Office of Enforcement Counsel (OEC) resulting in a $100,000 fine to BetMGM.
In its approval of the consent agreement, the Board agreed that BetMGM failed to have sufficient procedures to prevent fraudulent behavior on its BetMGM and Borgata wagering platforms. This includes insufficient Know-Your-Customer (KYC) protocols that allows for the creation, access and use of multiple accounts by individuals using personal identifying information of other individuals and the funding of those accounts using stolen or fraudulently obtained payment devices.
The consent agreement identified four individual fraud rings that:
1. operated for approximately 25 months until January 2024 with 1567 accounts created using personal identifying information of other individuals and $229,580 of combined wagering;
2. operated for approximately 34 months until November 2024 with 34 accounts created using personal identifying information of other individuals and over $14,598 of combined wagering;
3. operated for approximately 29 months until November 2023 with 119 accounts created using personal identifying information of other individuals and $895,092 of combined wagering
4. operated for approximately 19 months until December 2023 with 304 accounts created using personal identifying information of other individuals and $867,910 of combined wagering.
The Board also took actions to place 16 individuals on its various Involuntary Exclusion Lists. Placement on an Involuntary Exclusion List prohibits individuals from either gaming in a casino in Pennsylvania, via an online betting site regulated by the Board, or at a Video Gaming Terminal (VGT) location.
The actions by the Board include placement of four adults on the Involuntary Casino Exclusion list for leaving minors unattended at a casino property while they gambled:
• A male patron who left an 11-year-old in a vehicle in the parking lot at Hollywood Casino York for 52 minutes while he gambled at slot machines and table games;
• A male patron who left a 5-year-old in a vehicle in the parking lot at Rivers Casino Philadelphia for 17 minutes while he gambled at table games and the sportsbook;
• A male patron who left a 9-year-old in the parking lot at Rivers Casino Philadelphia for 1 hour 7 minutes while he gambled at table games and the sportsbook; and,
• A male patron who left two minors, ages 7 and 12, in a vehicle in the parking lot at Parx Casino for 32 minutes while he gambled at slot machines.
Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children. To complement the efforts by casinos to mitigate this issue, the Board created an awareness campaign, “Don’t Gamble with Kids” (DontGamblewithKids.org).
In addition to the four adults listed above, 12 others were placed on either or both of the Involuntary Casino Exclusion and Involuntary Interactive Exclusion Lists for various actions.
These matters, presented by the Board’s Office of Chief Counsel and the OEC, raise the number of individuals now on the Board’s various Involuntary Exclusion Lists to 1515.

Pennsylvania iGaming Records $228.3M in July 2025
Pennsylvania’s online casinos soared in July 2025, delivering adjusted gross revenue of $228.3 million. This figure marks the second-highest monthly iGaming total ever reported by the Pennsylvania Gaming Control Board.
It follows the record $238.2 million in March. The revenue reflects a 30.9% year-over-year boost, underscoring broader growth trends in the digital gaming space. The state’s real money online casino market continues expanding as player engagement strengthens.
The surge came as Hollywood Casino at Penn National Race Course and partners led the state with $87.8 million, registering a 37.2% increase over last year. Valley Forge Casino Resort followed with $61.0 million, marking a 34.1% rise. Rivers Casino Philadelphia clocked in $37.8 million, up 26.6%. Meanwhile, Caesars Interactive contributed $10.5 million, up 10.8%.
Tax revenues surged alongside iGaming. The Commonwealth collected $67.4 million in state taxes from online casino play in July. Local tax and county grants added $36.5 million, amplifying the fiscal impact.
Pennsylvania’s total gambling revenue, including land-based casinos and sports betting, totaled $557.7 million, rising 11.4% year-over-year. The iGaming segment alone increased 30.9%, making it a primary growth engine.
Slots dominated iGaming revenue with $177.2 million, followed by table games at $48.5 million and poker at $2.5 million.
Pennsylvania’s sports betting market delivered $40.6 million in revenue during July, a 5.2% increase from last year. Online wagering accounted for $37.9 million, while retail sportsbooks added $2.7 million.
The rise came despite a 0.5% dip in handle, which closed at $412.5 million. Betting from online sportsbooks produced $392.6 million of that total, with retail wagering contributing $19.9 million. The statewide hold rate stood at 9.84%, reflecting stronger margins.
FanDuel, partnered with Valley Forge Casino Resort, led the market once again. It generated $15.5 million in revenue from a $140.9 million handle, posting an 11.00% hold. DraftKings and Hollywood Casino at the Meadows followed, collecting $11.3 million from $112.3 million, equal to a 10.06% hold.
Fanatics, partnered with Hollywood Casino York, placed third with $2.7 million from a $28.4 million handle, producing a 9.51% hold. Morgantown and BetMGM secured $2.1 million on a $33.3 million handle for a 6.3% hold.
Rounding out the top five, ESPN Bet with Hollywood Casino at Penn National reported $1.7 million from $18.7 million, giving a 9.09% hold.
The data underscores how Pennsylvania’s sports betting operators are strengthening profitability even when overall wagering slows. Analysts expect momentum to accelerate once football season begins, driving higher handles and further testing operator margins.
