Oklahoma Indian Gaming Association Chairman Rejects Governor’s Offer

Matthew Morgan, chairman of the Oklahoma Indian Gaming Association, has rejected Gov. Kevin Stitt’s latest casino gambling offer and accused the governor of attempting to take advantage of the tribes during the COVID-19 outbreak.

Morgan termed the governor’s offer as “yet another unsuccessful attempt to divide the tribes.”

“The letter confirms the real intent of Governor Stitt is to destroy the tribal interest outlined in the existing compacts. The tribal leaders who received the letter reject the proposal as disrespectful and disingenuous,” Morgan said.

Steve Mullins, one of Stitt’s outside attorneys, wrote in a letter to the tribal leaders that the Corona pandemic has changed the landscape for tribal and non-tribal governments.

“Now more than ever is the time for us to stand together,” Mullins wrote.

Included with the letter is the proposed new compact, which would require tribes to pay a flat 5% fee on gambling revenue and authorise both the tribe and the state to offer sports gambling, Morgan said.

The compact would also vest more power with the state to interfere in tribal casino operations, such as approval of casino vendors and installation of a minimum number of electronic machines in casino floor.

“This compact is a huge power grab for his office,” Morgan said.

1X2 Network has launched in West Virginia, marking its second regulated US market. The supplier said a first set of games went live on 3 June 2026 with Rush Street, Caesars Entertainment and Fanatics Casino.

The company entered North America in Michigan two years ago and said it is expanding US distribution off the back of performance there. 1X2 Network did not disclose commercial terms or rollout timelines by operator.

Among the initial titles going live in West Virginia are 3 Hot Chilli Peppers and 3 Porky Banks Hold and Win. The company said both games have been “ranked as top performers in North America” and are aimed at West Virginia’s “core 30-39 year old iGaming demographic.”

Kevin Reid, CEO at 1X2 Network, said: “Buoyed by the performance of our top tier titles in Michigan, we felt the time was right to step up our US expansion plans, and in Rush Street, Caesars Entertainment and Fanatics Casino, we couldn’t think of three better operators to debut our launch into West Virginia.

“Having already worked with these brands in the Great Lakes State, we’re confident that games like 3 Hot Chilli Peppers and 3 Porky Banks Hold and Win will deliver the same great results for them in West Virginia. Playson has partnered with Caesars Entertainment in Ontario to distribute its online slot titles across Caesars Palace Online Casino, Horseshoe Online Casino and Caesars Sportsbook & Casino.

Under the deal, Playson will supply a selection of games from its Hold and Win portfolio through Light & Wonder’s aggregation platform. Titles named in the release include 4 Pots Riches: Hold and Win, Thunder Coins: Hold and Win and Diamonds Power XXL: Hold and Win.

Playson said the content has performed strongly in the province since it entered the Ontario market in 2022.
