MGA Publishes New Guidance Manual Related to Reporting of ADR Proceedings

The Malta Gaming Authority (MGA) has published a new guidance manual related to the reporting of the Alternative Dispute Resolution (ADR) proceedings. The manual aims to provide licensees with a clear outline of the expected requirements and procedures relating to the submission of monthly ADR reports using the Licensee Portal on the website.
In line with Part V of the ADR Directive (Directive 5 of 2018), B2C licensees are required to report to the Authority each dispute that has been referred to the ADR entity, together with the conclusion of such dispute once a decision has been taken by the ADR entity. In this regard, a new report entitled “ADR Report” has been created and can be accessed from the “Company Timeline” on the Licensee Portal.
This reporting requirement comes into effect from this month. Consequently, the first submission needs to be made by not later than 20 June 2024, whereby licensees are required to report the disputes that were referred to their respective approved ADR provider in the previous month.

Statement from NYSGC Chair O’Dwyer Regarding Casino Applicants

NYSGC Chair O’Dwyer has released the following statement regarding casino applicants.
“On behalf of my fellow Commissioners and the Gaming Facility Location Board, I welcome the eight applicants to Develop and Operate a Gaming Facility in New York State to the competition. The Commission and Board are committed to ensuring the casino siting process is fair, transparent, competitive, deliberative, and beneficial for the State of New York.
“This is a tabula rasa – there are no frontrunners or favorites. These eight proposed projects represent billions of dollars in private investment, thousands of jobs, and amenities in addition to a world-class casino – all things that can transform a community. That’s why each project must obtain all local entitlements, including zoning approval, and be approved by a specific Community Advisory Committee of appointees of the elected officials representing the proposed facility’s location. Only those projects that meet both statutory requirements – zoning and Community Advisory Committee approval – by September 30, 2025 will be considered by the Gaming Facility Location Board. This ensures that only those projects embraced by the community are placed before the Board for consideration.
“Appointing authorities for all eight projects have been notified of their obligation to make appointments to the Community Advisory Committees as soon as possible, as Committees are expected to be up and running in the coming weeks. Through the summer, Committees will hold public hearings to gauge support and/or opposition to their respective project, and formally vote whether to advance the project for Board evaluation. Those projects that are not approved by their Community Advisory Committee will not advance.
“The Board will evaluate those projects approved by their Community Advisory Committee and select up to three projects by December 1, followed by Commission licensure. This ensures that New York State will collect the already-booked casino license fee(s) ahead of schedule.
“As the Board has stated in the Request for Applications, the revenue from new gaming facilities is expected to benefit New York’s public schools, mass transit, local governments, and problem gambling treatment services. The jobs created by these casinos are expected to deliver livable wages to help families live, stay, and prosper in New York.
“We look forward to a competitive process with active community engagement for all proposals.”

Requirements for Notification in the Danish Gambling Authority’s Anti-Money Laundering Register

New requirements have been introduced for individuals and companies based in Denmark that only offer gambling in other EU and EEA countries.
Gambling operators covered by section 1(1)(19) of the Danish Anti-Money Laundering Act, who are established in Denmark and provide gambling in other EU and EEA countries, will now be subject to registration in the Danish Gambling Authority’s Money Laundering Register as of 1 July 2025. This is stated in Executive Order no. 239 of 27 January 2025.
The Danish Gambling Authority points out that gambling operators licensed to provide gambling in Denmark under the Danish Gambling Act are not covered by the executive order and will therefore not be subject to the new requirement.
How should the notification be made?
The notification must be made through the Danish Gambling Authority’s notification form. The form can be found at the DGA’s website under Prevention of money laundering. The form must be sent electronically to the Danish Gambling Authority together with relevant documentation.
The notification must be made no later than 14 days after the gambling operator has obtained a licence or started gambling offers in another EU or EEA country than Denmark.
What should gambling operators be aware of?
The gambling operator must be aware that the information registered is correct. It is the responsibility of the gambling operator to ensure that these are correct.
Any changes must be notified to the Danish Gambling Authority no later than 14 days after they have entered into force. This is done by using the change form, which can be found at the DGA’s website under Prevention of money-laundering. The change form must be sent electronically to the Danish Gambling Authority.
A registration will cease if the gambling operator no longer provides gambling according to section 1(1) of the executive order and if the gambling operator has notified the Danish Gambling Authority according to section 1(4).
