Arizona Marks Company’s Second State License; First Mobile Sportsbook on Track to Launch in Q4 2021

Fubo Gaming, a subsidiary of leading sports-first live TV streaming platform fuboTV Inc. (NYSE: FUBO), today announced that it has been granted a Management Services Provider Certification from the Arizona Department of Gaming (ADG), which subject to certain additional regulatory approvals, will allow Fubo Gaming to offer mobile event wagering within the state of Arizona through a market access agreement with the Ak-Chin Indian Community.

This marks the company’s second state license, following recent approval in Iowa, and represents another milestone in moving toward the launch of its mobile sportsbook, Fubo Sportsbook, which remains on track to go live in the fourth quarter 2021.

Once launched, sports bettors in the Grand Canyon state will enjoy a new, innovative mobile sportsbook that will enhance their wagering experience through the “Watching Now” feature, an industry-first integration of sports wagering and live streaming with fuboTV.

Designed as a holistic, hyper-personalized betting experience reflecting what users are watching on fuboTV, Fubo Sportsbook intends to combine data from both the betting and streaming platforms. Leveraging fuboTV’s first-party user behavior data to understand consumers’ viewing preferences and recommend relevant bets, the company intends to turn passive viewers into active, engaged participants.

“The license award in Arizona is an important strategic step as we aim to bring our integrated Fubo Sportsbook to the passionate sports fans of Arizona,” said Scott Butera, president, Fubo Gaming. “I’d like to thank our partners at the Ak-Chin Indian Community, who are leaders in the Arizona gaming community, for helping us achieve this milestone today.”

Butera added, “With the forthcoming launch of Fubo Sportsbook, we look forward to providing a seamless user experience that allows fans to wager while they watch their favorite sports. We believe Fubo Sportsbook will add another exciting layer to the sports entertainment experience – one that will bring increased interaction and engagement between sports viewing and betting.”

In addition to its licenses and market access agreements in Arizona and Iowa (market access via Casino Queen), Fubo Gaming has also entered into market access agreements in Pennsylvania via The Cordish Companies as well as Indiana and New Jersey via Caesars Entertainment Inc.

Two decades of agency experience inform Executive Director’s new post
The Arizona Department of Gaming (Department) announced that it has appointed Juan Carlos Estrada as Executive Director, Boxing and Mixed Martial Arts (BMMA). A long time employee of the Department with roles spanning regulation and operations, including for high-profile boxing and mixed martial arts events and activities, Estrada will now serve as Executive Director of BMMA and will also continue to hold the position of Assistant Director of BMMA and Racing.
The Department’s Division of Boxing and MMA supports the Arizona State Boxing and MMA Commission in its regulation of unarmed combat sporting events taking place in Arizona, including licensing fighters, referees, judges, inspectors, and physicians. The Commission licensed over 1,027 fighters, promoters, and event officials in Fiscal Year 2025, while overseeing 28 events, including nine events that were also televised worldwide.
“Over the past decade, Juan Carlos Estrada has served in various capacities regulating the unarmed combat sports industry in Arizona supervising hundreds of boxing, mixed martial arts and muay thai events,” said Jackie Johnson, Director, Arizona Department of Gaming. “He has earned a reputation for a balanced and transparent approach as a state regulator, and I’m thrilled to congratulate him on this milestone.”
With past roles since 2004 including Investigator, Racing Steward, and Employee Certification Unit Supervisor, Estrada has continued to work collaboratively and across divisions to promote fair and effective regulation. In the Executive Director position, he will serve as the direct liaison between the Arizona Boxing and MMA Commission and the Department, and will lead all responsibilities and initiatives with respect to unarmed combat sports – ensuring the health and safety of participants and enforcing applicable laws and rules.
“I’m humbled to accept my appointment as the Executive Director of Boxing and Mixed Martial Arts,” said Estrada. “I want to sincerely thank the promoters, athletes, officials, and my colleagues for the trust and confidence they have given me over the years. I’m looking forward to continuing to serve the public while ensuring that contests are safe, fair, and regulated.”
A Native Arizonan, Estrada has given back to his community by volunteering for the City of Phoenix Police and Fire departments while continuing his leadership at the Department and attaining professional development in the industry. His experience includes working with organizations like the Ultimate Fighting Championship (UFC), King of the Cage, Legacy Fighting Alliance (LFA), and numerous regional and local promotions.

Arizona Department of Gaming Issues Cease-and-Desists on “Phoenix Dream Home Sweepstakes”

Published

arizona-department-of-gaming-issues-cease-and-desists-on-“phoenix-dream-home-sweepstakes”

The Arizona Department of Gaming (“the Department” or “ADG”) issued cease-and-desist orders to Raffall, a company based in the United Kingdom, and to an Arizona resident using the platform to promote the ‘Phoenix Dream Home Sweepstakes,’ currently advertised online and through a separate website, winthisazhome.com, which is marketing the chance to ‘Win a Luxury $1.3M Arizona Mountainside Home.’

According to the Department’s investigation, the promotion required participants to purchase entries for a prize to be awarded and promised either a home transfer or a cash payout, depending on sales volume. The investigation further determined that the organizers intended to profit from ticket sales. Based on these findings, the Department alleges the activity constitutes an illegal gambling operation under Arizona law.

As part of the enforcement action, Raffall has been directed to remove all gambling-related drawings or giveaways targeting Arizona residents, and the Arizona resident has also been ordered to cease promoting or conducting any unlawful gambling activity.

“Illegal gambling can take many forms and it does not matter if it is labeled a sweepstakes, raffle, giveaway, or drawing,” said Jackie Johnson, Director of the Arizona Department of Gaming. “Unregulated operations put Arizonans at risk because there is no oversight, and therefore no accountability or safeguards in place. The Department will continue to take enforcement action to protect consumers, and we urge the public to learn what is legal before participating in or hosting any gambling activity.”

Why This Operation Is Illegal

Arizona law prohibits gambling unless it is specifically authorized (A.R.S. Title 13, Chapter 33). There is no exception for so-called “sweepstakes.” Raffles may only be conducted by Arizona charitable, tax-exempt organizations (A.R.S. § 13-3302(B) & (C)), and personal profit is prohibited. Only individuals 21 years of age or older may legally participate in gambling in Arizona.

Because this operation is accessible to users under the age of 21, is conducted for personal gain, and is not conducted by a qualified nonprofit, it violates Arizona law. Additional potential felony violations include:

  • Promotion of Gambling – A.R.S. § 13-3303
  • Illegal Control of an Enterprise – A.R.S. § 13-2312
  • Money Laundering – A.R.S. § 13-2317

Furthermore, foreign-based platforms, such as Raffall, do not adhere to Arizona or U.S. gambling laws, leaving consumers without essential protections.

Consumer Protection Advisory

As illegal online gambling activity continues to rise, the Department urges all residents and visitors to be cautious when participating in gaming, whether online or in-person. Regulated gaming provides important consumer protections, ensuring fair play and fair drawings, data security, accountability, and a safer overall experience.

If you purchased entries in this illegal gambling operation:

  • Stop participating immediately and do not buy additional entries.
  • Contactyourbank or credit card company to dispute the charges or request a chargeback. Your financial institution is the best avenue for seeking a refund.
  • Monitor your accounts for unauthorized transactions.
  • If you suspect identity theft, report it to the Federal Trade Commission (FTC):
  • IdentityTheft.gov (English)
  • RobodeIdentidad.gov (Spanish)

Important: The Department cannot assist with refund requests or individual disputes against unlicensed platforms. Consumers must work through their financial institutions to protect themselves and/or retain legal counsel. They may also file complaints with the Arizona Attorney General’s Consumer Information and Complaints Unit at (602) 542-5763 or azag.gov/consumer.
